Steps to Get a Balik-Manggagawa Overseas Employment Certificate (BM-OEC)
1. Access the BM Online Portal
- Go to the BM Online Portal: https://onlineservices.dmw.gov.ph/OnlineServices/BalikManggagawa.aspx. If the link is unavailable, visit the official DMW website at www.dmw.gov.ph for the latest portal link.
2. Click “e-Registration”
3. Log In to Your Account
- If you are a first-time user, register with your email address and personal details (full name, date of birth, and passport number).
- Returning user? Just log in.
4. Update Your Profile by completing the information required
5. Check Eligibility
You must:
- Be returning to the same employer and job site
- Have a valid work visa or permit
- Have an existing record in DMW
6. Apply for BM-OEC
- Complete the required information.
- If eligible, the system will allow you to generate your BM-OEC online.
- If the system identifies a discrepancy or your record cannot be verified online, schedule an appointment at the nearest DMW office or Philippine Overseas Labor Office (POLO) abroad to resolve the issue in person.
- Ensure all information is correct.
- Print your BM-OEC and bring a copy when you depart the Philippines. You may also save a digital copy on your phone or device as a backup, as airport authorities may accept it in electronic format.
